Compare the positions, not a flattened vote

The Council record is not a roll-call ledger. Several national positions are leak-sourced or corpus-maintained, while the 26 November 2025 Council general approach records detection-free text rather than the original mandatory-detection design. The map therefore shows stance, institution, date, source context, and evidence status together.

Parliament is treated separately. The July 2026 urgency episode concerns the ePrivacy derogation extension procedure; Roberta Metsola is carried as a procedural act, while the political drive is attributed to Manfred Weber and the EPP group.
