What the money records can carry

The maintained funding-flow table shows direct or bounded records around Thorn, Oak Foundation, WeProtect, End Violence Fund / Safe Online, and NCMEC. Each amount below is rendered from wave_one.funding_flows, not copied into this article as a second source of truth. FACT

The pattern is narrower than a command claim: Oak and Safe Online fund parts of the advocacy layer, EU and Oak money appear in WeProtect records, US DOJ money is documented for NCMEC, and DHS money to Thorn is recorded as product sales rather than grants. FACT Reading that as a shared policy ecosystem is analysis. INFERENCE

The recipient-side gap also remains visible. Thorn's public Schedule B donor identities are redacted, so unknown major donors stay unknown here rather than being filled in from adjacency. FACT

The boundary is part of the story

The article can say that Oak-backed organizations, Thorn, WeProtect, NCMEC, Safe Online, and technology firms occupy the same policy ecosystem. INFERENCE It cannot turn those money rows into a factual claim that one actor directed another's legislative position. The stronger documented point is the financial infrastructure around the child-protection frame, not a proven command chain.

The standing distinction on US-government cash remains intact: public federal money is documented for NCMEC, while DHS money to Thorn appears here as sales, not grants, and no public Thorn Schedule B donor identities are supplied by the recipient-side 990s. FACT
